National Affordable Housing Preservation Associates (NAHPA) announces new LITC initiatives!!

NAHPA has announced that it will apply for a matching grant from the Internal Revenue Service to establish and operate a Low Income Tax Clinic (LITC), beginning in 2009. The purpose of a LITC is to provide direct or indirect tax assistance to persons with low incomes, or who speak English as their second language.

The targeted audience would include the elderly, young families with low incomes, and Latinos or Hispanics, among others.

The grant for these efforts is largely dependent on matching funds applicants have to contribute.

The award of the LITC grants takes into consideration many factors, such as the population we serve, geographical issues, quality of services and programs to be offered and other factors.

While we are hopeful and optimistic that we will be awarded a grant, we are committed to moving forward to help you help your tenants regardless of the outcome of our application.

Our concept of an LITC is different and non-traditional. While the traditional LITC is a physical presence in local communities all across the country, we are proposing a “virtual” LITC, that will be computer based to reach out to the affordable housing industry.

For example:

  • We will provide you updates on tax law that may affect your tenants;
  • Publicize and promote the many tax benefits available to many persons, like the Earned Income Tax Credit (EITC);
  • Provide information on volunteer and charitable groups in your area that can provide on-site tax assistance;
  • Conduct “webinars” on a variety of topics, such as the current tax rebates that will be available to most of your tenants;
  • Provide information as to how your tenants can resolve tax issues at little or no cost to them;
  • Provide education and materials on taxpayers rights and entitlements; and,
  • Provide bi-lingual materials for your Latino or Hispanic tenants.


It is fair to ask why you should participate in this initiative. There are many reasons to do so, including:

  • The services, information and materials will be provided to you at no cost!
  • You can enhance your tenant retention rates by offering such services!
  • Establish a reputation in your area as a pro-active and tenant advocate, which enhances the viability and knowledge of your properties!
  • Assist your tenants in receiving all of the tax breaks available to them, which increases their disposable income for their many needs, such as medicine, rent, utilities and other needs!
  • Facilitates and enhances your network of organizations and groups that can have a significant positive impact on our industry!

Maybe the real question is why you would not want to become a recipient of these services? There is no downside, as they say.

We will begin our efforts by hosting a “webinar” that will be free of charge to you or your representatives. The topic will be:

The program will last no more than one hour and it will be free of charge. Further, you will be able to ask questions and obtain materials that you can provide the tenant or their representative!
